In a multidomain setup where the server was bootstrapped with only one domain,
e.g. domain1, and another domain, domain2, was added later, the resource manager
can create Calendar folder for group/resource accounts of domain1 but not for
such accounts in domain2.

The reason AFAICT is that the calendar user has the right permissions on the
INBOX for accounts on domain1 but not domain2.  In fact, the calendar user
doesn't appear  in the ACL for the inbox of accounts on domain2 at all.
