Forwarding emails as attachment can be problematic when some of the recipients
use Outlook+Toltec, as described in issue909.  However, since forwarding as
attachment is the first of the forwarding menu items in the context menu of a
mail, that's what users frequently use.  There are good reasons for that, but it
does cause some interoperability issues for some customers.  Therefore it would
be nice to make the order of the menuitems configurable, so that one could move
e. g. inline forwarding to the top.
