[Kolab-devel] [issue1012] make koilabquotawarn log when it sends warning mails

Currently kolabquotawarn does not log when it sends warnmails.  It's hard to
determine afterwards when mails should have been sent but allegedly weren't for
some reason (e.g. user claims not to have received the warning mails).

kolabquotawarn should log the fact that it sends a warning mail and to whom and
perhaps a few other things.
