the complete ldap repository is replicated to every slave server. In addition 
the kolabd technically also talks the ldap replication protocol. This is the 
trick so that kolabd always learns about changes in LDAP.

No, scanning is expensive and does not scale.

Maybe it is a regression with 2.1. I only have 2.0.x installations here.
