[Kolab-devel] [issue764] unauthenticated free/busy not allowed with legacy mode

When both "HTTP FreeBusy Service (Legacy)" and "Allow unauthenticated
downloading of Free/Busy information" are switched on, the server incorrectly
requires authentication for free/busy download.  Doesn't matter whether it's
done with http  or https.

OTOH, if "HTTP FreeBusy Service (Legacy)" is off but "Allow unauthenticated
downloading of Free/Busy information" is on, authenticatioin is required for
https but not for http.
