kolab server beta5+:
I am comparing results when outlook 2003 German on XP sp2
and its addressbooks asks for the addresses.

There is a difference in behaviour:
If you ask x500.bund.de  o=bund,c=de you get all entries right away.

If you ask a kolab server, the entries are not shown until the search button is hit.

I am attaching hex dumps of the communication I have sniffed. It seems that
x500.bund.org is sending a different answer and thus outlook asks again.
