[Kolab-devel] [issue685] attributeaccess config should be in /kolab/etc

Attribute access for the web-admin interface is currently configured with the
file /kolab/var/kolab/php/admin/include/attributeaccess.php.  Since it's
effectively a configuration file it should be somewhere under /kolab/etc
