This is initial message is overwelming...: 
"No account is configured to receive mail for administrative addresses. If " 
"you have not yet created an account for this, please do so and then go" 
"here" 
"to set up forwarding of mail to administrative email addresses." 
 
Ain't it possible to have 'the account' specified in the bootstrap script? 
If not: Is it not possible to show the page where 'the account' is being 
created? 
If not: Is it not possible to show an input area where one can type 'the  
account' and press 'create' to have the account the created? 
If not: could the text "please do so and then go here" be improved. 
 
Because: "please do so", brings up How, Where, Help :(  Perhaps a link can 
be added where this can be done. 
 
The 2nd part of the sentence "and then go here" is not very clear as well. 
Perhaps it can be something like: "and than go the administrator interface"
