"Not currently in TRANSACTION state" means that the web interface could not 
authenticate as the user against the Sieve server. Three parameters from LDAP 
are being used for this: uid, userPassword and kolabHomeServer. If you are 
not experiencing the upper/lowercase problem described in issue 801 
(https://intevation.de/roundup/kolab/issue801), at least one of the two other 
attributes userPassword and kolabHomeServer must have been corrupted or 
missing.
