[Kolab-devel] [issue383] obmtool package search strategy

The obmtool currently either expects the packages in a specific directory (e.g.
the current directory if the various *loc variables are set to ./) or an URL
(with certain other loc values).

It would be better if 

a) obmtool supported a list of URLs to try in turn when downloading packages

b) obmtool looked into the current directory first before trying to download
something.
