Invite a resource to an event.  If the resource is not busy it will accept. 
After the resource has accepted, change something in the event (e.g. the title).
 Kontact asks you whether the attendees should be informed.  Answer yes to that.
 The resource then rejects that which it shouldn't do.  After all it had already
accepted the event.

If the change changes the time of the event so that after the change it would
overlap some other event the resource has accepted, the change should be
declined, but only then (assuming that per default the resource accepts
invitations unless its already busy).
