The current draft treats shared folders and folders from other people
differently than the subfolder of a specific user.
I propose to have a concept that tired one pfb (and the corresponding pxfb)
to one folder no matter what that folder will be.
It only depend on the folder and not on the user.
This is simpler and easier to understand.

A client updating one folder than only has to make sure
the corresponding pfb (and pxfb) are up to date.
This can be done by triggering the creation via an URL.
It would also be possible to allow uploading.

Now the question is how can a pfb collector find 
all the pfbs that are relevant for a user?
I suggest to not use an IMAP annotation, but
the existance of files in a certain web directory.

The pfbs of the folders that belong to one user will
be in a substructure. On the top level files for referal
can be used that point to other folders.
For each referal file the collector will get the pfbs.
The client can upload those referal files, but 
we probably should add an interface for the web administration
which makes it easier for OL clients.

Advantages regarding Martin's draft:
	- no need to consider the attendees in some folders
        - no need to update all users' pfbs when changing one
        shared folders
