We should document the hierachy of the roles
and what the four (?) roles
(ldap manager), admin, maintainer, user
can do.

Especially interesting for is what they can do with themselfs:
Admins can create Admins.. can maintainer create maintainer.
(I think you get the issue).

I have not found a place in the concept paper where 
those considerations are documented.
