kontact triggers pfb generation for new calendar folders only after a restart. 
To reproduce:
1. Create a new contact folder
2. Create a new event in it
3. sync.

If you now fetch the free/busy list the new event isn't there.  Looking at the
server, you can see that there's not even a PFB and according to the logs, the
PFB generatin wasn't even triggered.

Now restart kontact, change the event a bit and sync again.  Now the event shows
up in the FB list (modulo issue471 of course).
