I think that most people will want to tune the parameters.
So we should have sane defaults.

Letting spam through marked and the user decide.
Let virus and banned files get quarantined on the filesystem
and the recipient notified.

In all cases: No mail is bounced or discarded, the recipient always
knows what is going on and can turn to the admin who can decide
on stricter policies.
