In many circumstances getting authenticated https downloads of fb lists working 
with different incarnations of OL is difficult. 
 
Therefore in many cases anonyous downloading via http(s) should be allowable 
via the webgui. 
 
Boolean Option: Allow unauthenticated download of freebusy data
