Administrators cannot be really deleted.  To reproduce, create a new
administrator and delete it afterwards.  After deletion is it gone from the list
of administrators but you can't create a new one with the same name.  Also, the
ldap entry is still there and the kolabDeleteFlag contains all servers and it is
still possible to log in as that admin.
