[Kolab-devel] [issue289] Privileged Networks should work like Kolab Hosts

>From a usability point of view the Privileged Networks setting in admin/service 
should work identical to the Kolab Hosts setting. 
 
Basically this boils down to doing the concatenation and splitting in the php 
code using the comma a the seperator. 
 
- additionally some sanity check for the values entered would be nice as 
otherwise postfix later fails silently 
 
-- useful sanity checks 
--- is the entered network reachable? 
--- is the entered netmask correct?
