I have the same ussue.<br>
Debian 7.0, kolab 3.0, I can send attachment very small (under 100k) but<br>
I cannot send any medium-size file (a jpeg on 500kb is striped off the<br>
email as happens to you).<br>
My upload variables of php.ini are set at 20MB at least... so the<br>
problem is somewhere else.<br>

If you use database_attachments or redundant_attachments plugin,<br>
attachments are stored in database. Max_allowed_packet or similar<br>
setting need to be set on the storage (mysql).<br>
