Problem with PGP-signed E-Mails

OK,

Enabling: "Use MIME encoding for 8-bit characters" in Settings --> 
Compose --> Advanced
keeps the signature intact.

Offtopic:
Any ideas how to enable this feature for all users, without needing them 
to fiddle in the settings?
