ok, this is configurable in kolab.conf:

empty_sender_hosts =

but the default configuration here doesn't make sense. Normally there
should be 0.0.0.0/0 because we want to accept empty senders from everywhere.

Furthermore there is/was a bug in kolab_smtp_access_policy: so this
empty senders didn't work at all with mysql cache. There is a fix - but
not for kolab 3.4 and I don't know if the patch is already in kolab16.
