I have a vague recollection that primary_email doesn't actually support
the Python string processing stuff, or at least it don't use to? 

To get around this I have the following on a 3.1 system 

primary_mail = %(uid)s@%(domain)s 
policy_uid = '%(givenname)s'[0:1]%(surname)s.lower()

No idea if this is still the case on a 3.4 system and this will change
the uid.
