We are talking about logrotate. On Centos 6 /etc/logrotate.d/httpd. Mine
is 

/var/log/httpd/*log { 
 missingok 
 notifempty 
 sharedscripts 
 delaycompress 
 postrotate 
 /sbin/service httpd restart > /dev/null 2>/dev/null || true 
 endscript 
}

Defaults on Centos are for this to run once a week. That would normally
mean in the early hours of Sunday morning. So you will mostly likely
need to wait until next Monday before declaring victory on this one. :-)
