upgrading to pykolab-0.5.16 or 0.5.17 prevents to send e-mail by way of submission

Since the distro-version pykolab-0.5.14 with the issue-1627 patch applied 
still shows the problem with non ascii characters in the e-mail, I upgraded 
to version 0.5.16. Unfortunately, I then experience bug #2432. I then 
upgraded to vers. 0.5.17 and still have the same problem.
I can send e-mail using port 25
After making the change to postfix/master.cf as proposed in the bug 
report:

#!!!!!! - > if disable this ,  email go!!!
#    -o smtpd_data_restrictions=$submission_data_restrictions
Submission works again. There isn't any patch proposed in the bug report, 
just closed it as WONTFIX
Does removing this line open a security hole? We have the same line in 
postfix/main.cf.
