Access Denied - First Login

Hi all (again!),

I have access to log into the webadminnow, with help from the list. 
However, I cannot manageanything, and I am getting an error inthe log file:

That's where it ends. I am following the installation instructions in 
chapter 5.  I am trying to add a new user but the dialog does not start, 
and I get the error above in the logs.  All of the troubleshooting steps 
outlined in5.1.1 passproperly.
