webadmin login fail

I verify that the rewrite module are loaded with the function phpinfo().
I tried to put an .htaccess file in public_html with an redirectMatch 
command and it's work perfectly.
I copied the redirect rule from /etc/apache2/conf.d/kolab-webadmin into 
.htaccess without any result. No error in the apache log.
I use the apache log at debug level.

any kind of suggestion are welcome :(
