enable_dl = On in /etc/php5/apache2/php.ini doesn't help.

While it is impossible to call dl() in safe_mode (deprecated in PHP 
5.4.0, replaced by a variety of other settings), I do not seem to be 
able to get it set to a mode that works.

I'm sure it's something about the mess of .ini files all over the place 
in /etc/php5/. If someone could work our where to put a verbatim:

like we have on Fedora and friends in /etc/php.d/kolab.ini, I'm all 
ears.
