detected spam not flagged as spam

Hello

I have a problem with spams flagged as "NO" while their score is high.
See this sample:

X-Spam-Flag: NO
X-Spam-Score: 9.201
X-Spam-Level: *********
X-Spam-Status: No, score=9.201 tagged_above=3

In amavisd.conf.template, I've changed spam level and spam policy to reject.
$sa_tag2_level_deflt = 5;
#$final_spam_destiny       = D_PASS;  # (defaults to D_REJECT) 

Any tips about what is wrong in my setup?
