Yes it-is, you are right, always_bcc is an option used by cleanup, not by smtpd.
You find the good place yourself.

And it works fine because, other smtpd instances use another cleanup
instcane, aka "-o cleanup_service_name=post-cleanup"

Another way was to setup always_bcc in main.cf and add "-o
always_bcc=" in the post-cleanup.
