As the error message tells you that you already uploaded a key you  
need to remove the key of that person before uploading a new one. You  
should see a list of available keys and this list should offer you the  
possibility to delete the key.

I would say that it does. I use this regularly. I don't think the  
usability is great and could use some improvements but it should work.
