Just after I sent this message, I found the problem:

It was due to a root-owned and only root-readable file

/kolab/lib/php/.channels/pear.horde.org.reg

This probably also happened in the 2.1->2.2.0 upgrade.

After setting the correct permissions, installation works fine.
