Freebusy ifb files not getting generated and how to update view of other users calendar info

I am troubleshooting freebusy creation on  my Kolab2(released version)   
server with Outlook 2003.  I'm at the point now where I can see the pfb files 
in /kolab/var/kolab/www/freebusy/cache being updated but the ifb files never 
get generated, so there is nothing to retrieve when Outlook requests the 
freebusy info (it just says no free/busy info could be retrieved). I'm using 
the https access method (was getting errors trying unauthenticated, even 
though I had set it on the server) and have verified the search url line via 
a web browser (I just get a:

"The requested URL /johnd at quaketech.com.ifb was not found on this server"

error, which makes sense because the file doesnt exist).

here's what the search URL looks like:
