I'm not sure about the details, however I can define colors for resources in 
KDE 3.4.1 (which I'm running now - Suse 9.3 supplementary RPMs). For 
subresources, it's become only possible in the development version a few 
days ago. BTW, I like that - or to be more precise, I actually had been 
waiting for that feature.
