[UPDATE][PRECLOSE] KEP 12: Color configuration storage for resources and categories

Dear all,

There has been no more feedback on KEP #12, and following Jeroen's suggestion 
I've added provisions for disabling the annotation for either namespace on the 
server into the KEP so this case is now defined.

Please take a look at that final draft immediately and speak up if you see 
anything else that should be changed:
