Usage of attributes in Kolab XML?

A very pertinent example is

	<datetime tz="Europe/London">DATE</datetime>

rather than

	<datetime>DATE<tz>Europe/London</tz></datetime>

Having spoken with Till Adam and Allen Winter, both had a strong preference on 
the former over the latter, also because they are sure Kontact's parser of 
this, which Till remembered having implemented, would be guaranteed to be 
broken by the latter, but not the former. ;)

So since both Kontact & Horde are happy with this, or would in fact strongly 
prefer it, it seemed sensible to check whether anyone else potentially has 
issues with it.
