We might take this to the format list:
Do you agreed on a way to mark the standard folders as opposed
to a non-standard folder holding emails?

Having two set of folders indeed is a bug, 
but the question is how to solve that.
We could mark standard folder, or we make the creation
of folders more configurable. ;)
