Restructured the iTip reply generation so that it is possible to add additional
comments into the subject line. Currently looks like this:

"Declined [too far in the future]: MeetingSummary"

Would it make sense to add similar comments to the other reasons for declining
an invitation?

I could imagine the following explanations in addition:

1) RM_ACT_REJECT_IF_CONFLICTS and already booked:

   "Declined [already booked]: MeetingSummary"

2) RM_ACT_ALWAYS_REJECT:
 
   "Declined [resource allows no booking]: MeetingSummary"

3) Calendar folder not accessible:

   "Declined [calendar not accessible]: MeetingSummary"

4) Calendar locked:

   "Declined [calendar locked]: MeetingSummary"

We currently have this information only in the logs on the server.
