Yes, an example for bugzilla is in
http://hg.intevation.org/mercurial/file/bae9bb09166b/hgext/bugzilla.py

For connecting roundup, a similar hook can be used that either uses
the roundup-admin client or sends appropriate mails or http
requests.

But all this is not very specific to Mercurial, this will even work
with CVS.
