If the directory containing the kolab server packages isn't readable by the
kolab user (which will be created after OpenPKG bootstrap if it does not yet
exist), installation fails.

Generating the 00INDEX.rdf has the same problem, but the kolab user is
guaranteed to exist in this case.

Other problems occur if /tmp is only writable for root, which is of course bad,
but has happened often enough to warrant a check in install-kolab.sh
