observed with Kontact-Installer-20090605-7.exe and gpg4win 2.0.0 svn1227

The Certificate Manager is greyed out, so there is no way to start kleopatra
from Kontact.
A suboptimal way to fix this is to add the GnuPG path before the Kontact path in 
KDEDIRS and PATH. This way is not optimal, because kontact should find kleopatra
through "gpgconf --list-dirs" and bindir
