Functionality wise, you're indeed correct that there are not major changes.  
But still a lot has changed.  It's not that one can do a cvs diff and find 
only a couple of lines changed, that can be directly pinpointed to an issue.  
From _that_ point of view it is just more than a minor release (+0.0.1).
It's also good to let people know that the new version has more than only bug 
fixes.  If one would rewrite a piece of software, there is probably less 
functionality but still it is a major upgrade (see e.g. kde-3.5.x vs kde-4.x.  
The latter has less functionality than the former).

With a version of 2.2.1 people may blindly upgrade, assuming hardly any 
changes were made.  With a 2.3 version number people will be more carefull.  
Looking it from a cvs point of view: 2.2.1 should be a branch from 2.2.0.  
2.3 is further on, on the trunk.   The latter is what is happening with 
kolab.
