[Kolab-devel] [issue2742] Have a default quota value when creating new users via the web interface

It would be an improvement if we had the way to set a default quota  
which is used when the webinterface creates a new user.  
This way it would be avoided that maintainers/ domain maintainers forget 
to add a quota.
