Related to kolab/issue881 and kolab/issue1585:
If the LANGUAGE variable is set to de_DE:de:en_GB:en, only the German and
English language setting work in the web admin interface. Adding further
languages at the end doesn't help.

Workaround: unset LANGUAGE before starting apache
