[Kolab-devel] [issue1915] Adminstrators Access To User's sieve

The administrators should have access to the user's sieve scripts to set 
forwarding / vacation /delivery for them.  Without that, they must either have 
shell access, and learn sieveshell, or change passwords, and log in as that 
specific user.
