my idea here was to at least make it possible to rearrange the
entries which are on the same level under a common point.
But I overlooked that this might not be enough to bring
a shared.spam folder near the inbox, if you have many shared.folders.
If you have only one, you could rearrange this one on top of inbox.

I have added some comments to the issue to clarify the situation
(from what I know).

This could be solved on client side as well (as I have just explained on 
issue996). Thinking about this: It probably is mainly a client GUI issue
as the hierarchical situation will stay the same on the server for access
right reasons and the current idea of KMail is to display this in a treeview.
Breaking up the treeview for free rearrangement 
would lose the display of the parent - child relation ship.
One situation where this is bad are command which operate on a folder
and its subfolders, e.g. move or recreate index files.

So first we would need a good interface idea, I guess.
