On openpkg the kolab-resource-handler module installs its scripts into
/kolab/etc/resmgr while kolabd installs the scripts to
/kolab/etc/kolab

So for the kolab dist_conf file I used 

kolab_scriptsdir=$(sysconfdir)/kolab
resmgr_scriptsdir=${resmgr_confdir}

On Gentoo I could merge both to one variable and install into the same
scripts dir. But I assumed that the openpkg version shouldn't change
its path locations.
