Trigger PFB generation fails for folders with non-ascii characters in their
names.  E.g. for a folder named "Ümlaut", triggering fails with 404.  Apache log
entry:

hipponoe.hq - p2t4 [27/Jan/2005:17:34:18 +0100] "GET
/freebusy/trigger/p2t4/%DCmlaut.pfb HTTP/1.1" 404 463

freebusy.log:

Error: Folder: user/proko2test4/Ümlaut, [pear_error: message="NO, Mailbox does
not exist"

Not sure whether this is a client or a server problem. Also, the freebusy.txt
document doesn't say anything about this situation.

Tested with kdepim KDE_3_3_BRANCH + proko2_branch from 2005-01-26 and server
packages from 2005-01-21
