If the existance of a file in the cache indicates
that this folder is important for fb, than we need different
urls to create the file that first time as opposed to update it.

E.g.
	url.ifb?initial=yes
or a simple upload.

        url.ifb?create=yes
should only create the list if there was one before.
If the the list was not there before than upload should 
not go to the place.

        url.ifb 
means not initial creationg and no creation at all.
So it is not an error if that url does not exits.
