When a new user has been created and the user has created resource folders but
has not yet added any events to the calendar, the freebusy information is
malformed.  E.g.

BEGIN:VFREEBUSY
ORGANIZER:MAILTO:user at domain.tld
DTSTAMP:20041027T110744Z

END:VFREEBUSY
END:VCALENDAR

There's no DTSTART/DTEND given.  According to RFC 2446 those properties are
required for METHOD:PUBLISH.

The RFC also requires at least one FREEBUSY property.  I don't know how we can
deal with that in the case of an empty calendar.
