That's the job of obmtool, not devtool. devtool does not handle installing an 
OpenPKG environment - that's the job of obmtool. As far as I know, installing 
to / is not possible, but then again - this is the Kolab list, not the 
OpenPKG list, so it perhaps isn't the best place to get answers about these 
issues.
